The overwhelming support for the 2024 Mill and Bond helps to ensure high-quality teachers, innovation and in-demand career training, and safe, healthy schools for all students. The 2024 Bond is funding capital construction improvements across the district, with many of the projects underway.
Rebuilding and Modernizing Holly Hills Elementary
One of the bigger projects in the 2024 Bond is the construction of a new Holly Hills Elementary School, which will accommodate both Holly Ridge (K-2 grades) and Holly Hills (3-5 grades) into one K-5 elementary school. Holly Hills and Holly Ridge are two of the oldest schools in the district, built in 1958 and 1962 respectively. Combining them into one new elementary schools provides an opportunity to provide state-of-the-art spaces and 21st Century learning to meet student needs today and into the future. This is part of a broader effort to make fiscally responsible decisions on older facilities in order to protect and maximize taxpayer investment. No renovations have been made to Holly Hills or Holly Ridge since interior innovative learning spaces were included as part of the 2016 Bond package.
Construction Plans and Future Use
The new 2-story elementary school will be built on the field at the current Holly Hills site and include four classrooms per grade. The future of the Holly Ridge site is undetermined but will remain as a CCSD property and will continue to operate the Cottage Preschool. Security and site maintenance will continue for the preschool at that site; however, once grades K-2 is vacated, that part of the building will be minimally maintained until future use for the facility is determined.

Latest Updates
- We have experienced some delays in construction for the new Holly Hills Elementary School due to permitting issues with Arapahoe County, however as of the end of October 2025 the project is approved and construction has begun. Specifically over the next few weeks, construction activities will include removal of landscaping, installation of a new sanitary sewer line, and demolition of the north playground.
- Due to the permitting delays, the construction schedule is being adjusted. We are currently evaluating a variety of options, taking into consideration disruption to student learning, student and staff safety, weather and time of year, and more. Once the updated schedule is finalized, we will share this information with parents and community members.
- To follow up on concerns related to traffic and the traffic study, CCSD and the project team is awaiting further direction from Arapahoe County. There is a concern that current construction in the area could result in inaccurate findings as it relates specifically to the intersection of Yale and Locust Street. The intersection is located in Denver County so we will continue to work with Arapahoe County and Denver County as we move forward. Read the current traffic study.
